DESCRIPTION

Under direction of the Dispatch Supervisor, the Lead Public Safety Dispatcher will act in a lead capacity to direct the activities of the Public Safety Dispatchers and perform and/or provide direction on the more difficult dispatch tasks, such as those related to critical incidents and coordination and communication of emergency personnel. Provide operational and personnel support to the Dispatch Supervisor; interface with sworn supervision to resolve specific problems, accomplish goals and make day-to-day law enforcement operation decisions, within delegated authority in the absence of the Dispatch Supervisor. Prepare reports on communications center activities. Compile training and operational or procedure manuals. Develop, implement, and audit special procedures and protocols to ensure compliance with the law, review current and propose new procedures to enhance the performance of the operation, and assist in managing risk and improving safety for the community and emergency personnel. Prepare and maintain schedules, identify, and coordinate the need for communications equipment repairs and maintenance, and maintain equipment inventories. Coordinate hiring and assist in the recruitment, training, and development processes for new-hire Public Safety Dispatchers. Assign, monitor, and check the work of dispatchers; train, direct, and audit dispatchers in the performance of their duties; record information on the performance of dispatchers and provide input to the Dispatch Supervisor.

The Lead Public Safety Dispatcher will take the lead and perform a variety of more difficult duties involved in receiving, evaluating, prioritizing, relaying and taking appropriate action for calls for emergency (911) and non-emergency public safety assistance which involve the operation of a variety of equipment such as computer, police radio, telephone, and computer aided dispatch systems. Develop and maintain records and ensure accurate recording of information provided by the public and field personnel to track police services. Utilize video monitoring systems to enhance public safety. Perform and demonstrate an enhanced knowledge of the police radio communication system including the operation of various police databases such as SUN/ California Law Enforcement Telecommunications System (CLETS)/National Law Enforcement Telecommunication System (NLETS)/Automated Regional Justice Information System (ARJIS) with various software, in accordance with FCC Rules and Regulations as well as countywide best practices and Law Enforcement Assistance Network (LEAN) protocols. Assist in the coordination and operation of special law enforcement events; address and resolve citizen complaints; compose correspondence.

QUALIFICATIONS

  • Demonstrated thorough knowledge of computers, including those in a networked environment, with various software programs, including Microsoft Word, Excel and Access. Must be able to learn to use computer aided dispatch.

  • Solid written communication skills applying the knowledge of basic grammar, punctuation, and spelling.

  • Effective interpersonal and communication skills to interact with a diverse population including faculty, staff, and students. Demonstrated ability to serve and work well with citizens, peers, and management. Demonstrated sincere interest in public service.

  • Solid skill in completion and proper handling of forms, reports, and logs.

  • Proven ability to maintain complete confidentiality.

  • Strong ability to demonstrate sound judgment and exercise discretion in all circumstances.

  • Demonstrated knowledge and skill in utilizing various office machines including fax, copier, scanner, and shredder.

  • Solid skill in reviewing and determining pertinent information and the ability to transmit that information to appropriate personnel.

  • Demonstrated ability to comply respectfully with instruction and counsel from supervisors.

  • Demonstrated ability to give firm and constant support to supervision and management and ability to demonstrate that support to subordinates and peers.

  • Exceptional organizational skills in order to prioritize multiple tasks, meet deadlines, and work in an environment of heavy pressures, constant interruptions, and changing priorities.Excellent attention to detail and accuracy in all tasks and functions.

  • Thorough knowledge of and skill in observing security alarm, fire, elevator intercom, video and callbox systems and knowing when and how to respond.

  • Thorough knowledge to establish an appropriate course of action for emergency calls.

  • Thorough knowledge of law enforcement policies and procedures for dispatching. Knowledge of radio and criminal codes.

  • Thorough knowledge of and skill in utilizing radio and telephone systems.

  • Solid ability to credibly represent the police department in an official capacity.

  • Demonstrated skill working independently, as part of a team, or as a team leader. Solid ability to motivate people to work effectively and exhibit appropriate action to achieve goals and objectives; and demonstrate a solid work ethic.Solid ability to train staff in the relevant and necessary aspects of their duties.

  • Demonstrated knowledge and skill in training new personnel with any level of prior experience. Proven ability to modify teaching tactics to adapt to different learning styles. Strong ability to help trainees overcome challenges in learning deficiencies.

  • Demonstrated ability to write thorough and accurate evaluations of trainees, including documentation and examples citing deficiencies, competencies and aptitudes. Demonstrated ability to write and implement clear supplemental training plans to overcome trainee deficiencies.

SPECIAL CONDITIONS

  • POST Dispatcher Certificate

  • Three (3) years of experience working as a POST Certified Dispatcher (preferred).

  • POST Communications Training Officer course. If applicants have not completed the course, the course must be completed within one (1) year of employment

  • Must meet CANRA compliance requirement per "California Child Abuse and Neglect Reporting Act ("CANRA," Penal Code sections 11164-11174.4)"

  • Background investigation including fingerprints, medical, drug and psychological examinations.

  • Must be available for on-call assignments, to work overtime, to work all shifts, and to work weekends and holidays.

Pay Transparency Act

Annual Full Pay Range: $84,167 - $107,428 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $40.31 - $51.45

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
